THE CHALLENGE Anderson responded to the needs of a client whose facilities are spread throughout Salt Lake County. The clients holdings comprised of eight facilities, with more than 500 SPCC managed tanks, storage containers, and other oil-filled equipment. In addition, the client routinely adds, replaces, and rotates tanks and equipment per plant operation requirements. Prior to 2011, the client did not have a complete master inventory of the SPCC items across their facilities and was inefficient at meeting the numerous obligations of the SPCC law. Maintaining compliance and managing the SPCC items was time consuming and nearly impossible for management to monitor and control on a daily basis. Additionally, the use of paper forms for reporting was slow, disorganized, and challenging to track.
In response to the client’s needs, Anderson developed the AESTEP platform to unify and simplify the SPCC management process. By implementing the AESTEP program, Anderson was able to reduce inefficiencies by emplacing a cloud hosted database, with GIS mapping, to store and update information from anywhere throughout the facilities. Utilizing a mobile tablet and customizable forms, trained Anderson personnel and client retained employees can collect information, enter data, and relay the information back to management in real-time. The AESTEP platform expedites updating and allows for sharpened management of the SPCC plan. Inspection reports, information sheets, and technical and non-technical amendments to the SPCC plan are completed via tablet or computer and entered automatically into the database. These materials can also be exported as PDF reports for inclusion with other enterprise management software. Management and the certifying PE are e-mail alerted whenever field personnel make modifications to the database.
The AESTEP program and the managed SPCC services provided by Anderson has allowed the client to effectively handle the compliance requirements related to tanks and oil-filled equipment. The SPCC plans are now updated in days rather than months, allowing the plan to reflect the current conditions of a dynamic operating environment. The immediate access to tank locations and vital information now enables the client to make informed day-to-day managerial decisions and implement effective responses to SPCC emergencies
